I. Application Method:

Prior to application for file access, the applicant (or his/her proxy) shall first conduct a query of the archival catalog of this Directorate-General via the “NEAR (Navigating Electronic Agencies’ Records)” function of the National Files Administration of the National Development Council. The filled out “File Access Application Form of this Directorate-General” with affixed signature or seal shall be converted into PDF or JPG format and sent to the Directorate-General by e-mail (archives@dgbas.gov.tw), by fax (02-23803792) or by post. It can also be personally delivered to the Mail Room outside the main office building at No.2, Beiping East Rd., Zhongzheng Dist., Taipei City. Instructions for file access applications:

  1. For items to be recorded in writing on the file access application form and power of attorney, please refer to the form-filling examples.
  2. If applications are submitted by proxy, the name, date of birth, phone number, residential address and Personal ID No. of the proxy shall be specified. A power of attorney shall be provided for the appointed proxies. For statutory proxies, the relationship with the applicant shall be clearly described.
  3. As a rule, access to archival records of this Directorate-General is provided in the form of photocopies. If access to and perusal of original files is necessary, reasons shall be clearly stated.

II. Processing and Reply:

  1. Applications are accepted, processed and handled by this Directorate-General in accordance with the nature of the files the applicant wishes to access. A “Notice of Approval/Denial of File Access” shall be sent to the applicant pursuant to applicable regulations to inform him/her of the results of the review process. The applicant (or his/her proxy) may apply for viewing, hand-copying or duplication of the files based on these results. The decision to approve/deny applications shall be made by this Directorate-General within 15 days upon receipt thereof. This time limit may be extended if deemed necessary. Extensions shall not exceed 15 days.
  2. Where supplementary information is provided, the time limit specified in the preceding paragraph shall be calculated starting from the date of provision of such information. Where the provided information is incomplete or does not conform to applicable regulations, the applicant (or his/her proxy) shall supplement and correct it within 7 days after the day following the date of notice. The application shall be denied if the application fails or is unable to make such corrections within the prescribed time limit.
  3. With a view to speeding up the reply process, safeguarding the rights of all applicants to access the files of the Directorate-General, and maintaining fairness in the provision of services, the applicant (or his/her proxy) shall indicate the desired order of priority when applying for file duplication in accordance with the “Notice of Approval/Denial of File Access”. This Directorate-General shall provide files in batches in line with this order of priority.

III. File Access Services:

  1. Please contact the person in charge at the Archive Management Division at 02-23803785 prior to perusal of files at the Directorate-General to facilitate preparations. Before accessing the desired files, present the “Notice of Approval/Denial of File Access” and a photo ID at the Archive Access Service Center of this Directorate-General.
  2. The Archive Access Service Center, which is located in the Archive Viewing Room on the 2nd floor of the Directorate-General Guangbo Building at No.2, Guangzhou St., Zhongzheng Dist., Taipei City, is open from 8:30 am to 12:00 pm and 1:30 pm to 5:00 pm on working days. It is closed on weekends and statutory holidays. A separate announcement is made if the center is closed due to special circumstances.

IV. Reminders:

  1. Access to the Archive Access Service Center by the applicant (or his/her proxy) shall be subject to completion of relevant registration procedures including inspection of the “Notice of Approval/Denial of File Access” and the photo ID or power of attorney by the person in charge at the Archive Management Division. The applicant (or his/her proxy) shall further affix his/her signature to the file receipt form. The applicant (or his/her proxy) shall be accompanied by the person in charge at the Archive Management Division when perusing files.
  2. Use of laptops, tablets, smartphones with camera function, cameras, auxiliary reading devices, or other self-owned equipment by the applicant (or his/her proxy) in the Archive Access Service Center shall be subject to registration on the designated form and approval by the center. Unapproved personal items shall be stored properly and not be used at the center. Devices shall not be connected to power sources or the network of this Directorate-General without express permission by the person in charge.
  3. Please observe the following rules and regulations in the Archive Access Service Center:
    1. Don’t eat, smoke, make noise or disturb other users.
    2. Please maintain environmental cleanliness.
    3. Don’t bring any tools that could damage files.
    4. Hand-copying of files shall be limited to pencils and equipment approved by this Directorate-General as specified in Sub-paragraph (2) above. Regulations set forth in the information security policy of this Directorate-General shall be strictly observed.
    5. Please handle equipment provided by the Directorate-General with care.
    6. If it is necessary to temporarily leave the Archive Access Service Center, all files shall be handed over first to the person in charge for safekeeping; imaging system users shall complete the required logout procedures.
  4. Please preserve file integrity and refrain from engaging in the following conduct during viewing, hand-copying or duplication of files: 
    1. Adding annotations, altering, changing, removing, marking or damaging the content of the files
    2. Unpicking bound files
    3. Destroying or altering the content of the files by other methods
  5. When perusing files, refrain from taking them out of the Archive Access Service Center and return them on the same day. When the files are returned, the person in charge of the Directorate-General shall check and verify completeness or confirm logout from the imaging system before returning ID documents to the applicant (or his/her proxy). When perusal of files cannot be completed on the same day, they shall be returned and viewing shall be resumed on a selected date after the person in charge at the Archive Management Division registers the current state of perusal on the file receipt form.

V. Relevant Fee Standards:

  1. The fee for viewing or hand-copying archival records shall be NT$20 for two hours (periods of less than two hours shall be counted as two hours).
  2. The fee for black-and-white copies shall be NT$ 2 and NT$3 for each B4 (or smaller) sheet and A3 sheet, respectively. The fee for color copies shall be five times that of black-and-white copies.
  3. Where an applicant requests that duplicated files be sent by mail, the actual mailing expenses and an additional service fee of NT$50 shall be charged.
  4. Fees for other duplication methods shall be charged pursuant to the fee standard table in the attachment to the “Fee Standards for Viewing”, “Hand-copying or Duplication of Archives of the National Files Administration of the National Development Council.”
