1. Organization, History and Duties

In accordance with provisions of “Act of the Establishment of the Government Employee Ethics Units and Officers” and “Enforcement Rules of Act of the Establishment of the Government Employee Ethics Units and Officers”, the Personnel Department (2) was restructured into Civil Service Ethics Department on September 16, 1992, and which was reset into Civil Service Ethics Office to be in line with the reorganization of DGBAS on February 6, 2011. The Civil Service Ethics Office is in charge of following:

(1)To prepare laws and regulations of DGBAS civil service ethics;

(2)To promote the laws and regulations of DGBAS civil service ethics;

(3)To prevent the DGBAS employee’s corruption and malfeasance, and to find out and handle the report cases;

(4)To recommend reformation of DGBAS civil service ethics;

(5)To recommend evaluations, rewards and punishments of DGBAS civil service ethics;

(6)To keep DGBAS official secrets, to prevent harm and damage, and to help deal with petition;

(7)Other matters related to civil service ethics.

2. Organizational Business Division
There are 6 persons as the headcount of DGBAS Civil Service Ethics Office, including one director, one senior executive officer1, one division chief, two executive officers and one officer.

The businesses handled by this Office are as follows:
(1)To promote and implement National Integrity Building Action Plan;
(2)To promote and implement Ethics Directions for Public Servants;
(3)To receive the property-declaration by public servants;
(4)To handle anti-corruption advocacy;
(5)To hold the DGBAS Integrity Commission;
(6)To inspect corruption and malfeasance, and accept the reported cases;
(7)To handle protection of authority safety;
(8)To handle protection of official secrets;
(9)To handle monitoring of procurement cases;
(10)Other matters related to civil service ethics.
