1. Organization, History and Duties
In accordance with provisions of Article 15 of "Regulations for Departmental affairs of Directorate General of Budget, Accounting and Statistics, Executive Yuan", Department of Personnel is established in charge of the DGBAS personnel management and national BAS personnel management.

2. Organizational Business Division
This Division with 22 persons as the headcount is divided into a Counselor's Office and four Sections as the division as follows:
Counselor's Office

(1) To coordinate and handle the manuscripts of BAS Monthly;

(2) To compile the administrative plan and implementation performance of this Department;

(3) To prepare DGBAS short-term, mid-term and long-term manpower plan;

(4) Other temporarily assigned matters.

Central Government Human Resources Section

(1) To verify and handle the organization of central authority BAS agencies;

(2) To review placing positions to series in central authority BAS agencies;

(3) To handle appointment, removal, transfer, qualification screening and pay of central authority BAS personnel;

(4) To verify and handle retirement, severance, and pension of central authority BAS personnel;

(5) To verify the appointment and removal monthly report of central authority BAS agencies;

(6) To carry out R&D of BAS personnel administration business;

(7) To verify and handle the work plan and report of central authority BAS personnel management;

(8) To plan and handle job rotation by fixed-term;

(9) To maintain the query operation system data of update job rotation by fixed-term roster;

(10) To handle the selection of national excellent BAS personnel;

(11) To handle the excellent BAS personnel awards event;

(12) To convene the BAS festival preparatory meeting;

(13) To handle matters related to various celebration activities of BAS festival;

(14) To handle the matter regarding Director General's meeting with new employed executives of junior rank with recommended appointment;

(15) To collect and provide information for report in BAS meeting;

(16) Other temporarily assigned matters.

Local Government Human Resources Section

(1) To prepare, review and interpret BAS personnel regulations;

(2) To switch and recommend general personnel acts;

(3) To integrate personnel legal systems;

(4) To plan BAS agencies required examination staff, to verify and handle vacancy control, and to recommend examinations;

(5) To handle BAS personnel examination and distribution.

(6) To transfer the self-selection vacancy of junior BAS personnel below the 7th rank for approval;

(7) In regard to the organization establishment of and placing positions to series in local BAS agencies;

(8) To handle the appointment, removal, transfer, qualification screening and pay of local government agency BAS personnel;

(9) To review Directions Governing Establishment of Personnel Selection Committee for local BAS agency;

(10) To handle retirement, severance, and pension for local government agency BAS personnel;

(11) To verify and handle the work plan and report of local government agency BAS personnel management;

(12) Matters in regard to local government subordinated public junior high school and elementary school concurrently acting (handling) BAS personnel;

(13) To handle the hired proxy BAS personnel removal case;

(14) To transfer local BAS agencies authorized appointment personnel retained case for approval;

(15) To maintain the query operation system data of local BAS personnel change roaster and update organizer job rotation by fixed-term roster;

DGBAS Human Resources Section

(1) To manage various personnel staff of DGBAS;

(2) To handle the organization establishment and headcount evaluation of, and placing positions to series in DGBAS;

(3) To handle the appointment, removal (including part-time), transfer, qualification screening, pay and allowance of DGBAS employees;

(4) To propose personnel selection, performance evaluation committee organization, and Personnel Selection Committee of DGBAS;

(5) To manage DGBAS contract staff and temporary staff, and to promote volunteer service and summer part-time job;

(6) To manage the DGBAS employees' business trip and leave, and to control going to Mainland area;

(7) To handle retirement, severance, pension of the DGBAS employees;

(8) To handle Public Insurance and Health Insurance for the DGBAS employees;

(9) To make preparations of benefits, and cultural and recreational activities for the DGBAS eemployees, and matters related to various activities;

(10) To protect the DGBAS public servants;

(11) Matters in regard to the DGBAS sexual harassment prevention;

(12) Matters in regard to assistance to employees and keynote speech;

(13) Matters in regard to the DGBAS performance evaluation management, participation and recommendations;

(14) Matters in regard to comprehensive business, business performance evaluation of Department of Personnel, and ECPA.

(15) Matters in regard to keeping custody of seals, receiving, distribution, respective handling, reminders, archiving and recording of official documents of Department of Personnel;

Personnel Evaluation, Training and Development Section

(1) To plan and handle the DGBAS employee and BAS personnel evaluation and performance rating;

(2) To propose the DGBAS performance evaluation committee;

(3) To handle rewards and punishment of the DGBAS employees and BAS personnel;

(4) To handle the service medal, professional BAS medal and other medals of the DGBAS and its subordinated BAS agencies (institutions);

(5) To select the DGBAS model public servants;

(6) To control the DGBAS employees' professional certificates and licenses;

(7) Matters in regard to the DGBAS yearly abroad program, employee's foreign or domestic training, studies, thematic studies and investigation;

(8) To propose the BAS personnel training and study plan, to evaluate the implementation hereof, and to certify courses;

(9) To promote the DGBAS e-learning;

(10) Matters in regard to the DGBAS organization and learning;

(11) To handle the DGBAS personnel administration R&D and reading of specified books;

(12) To handle the DGBAS core competencies;

(13) To maintain nationwide BAS personnel information system and public servant edition personnel information system;

(14) To compile the telephone contact book of DGBAS and BAS personnel;

(15) To compile the semi-annual report and statistical statements of BAS agencies and employees;

(16) Other temporarily assigned matters.
