Are retired persons who are searching for work considered to be unemployed?

Yes, as long as they meet the three conditions of "having no work but wishing to work," "currently searching for work or have searched for work but waiting for the results," and "can begin to work at any time" must all be considered unemployed. As a consequence, retired persons who still have the ability to work, are willing to work, and are in the midst of looking for work must still be considered unemployed.
