What is unemployed?

The definition of unemployment used by the ROC is adopted from the regulations of the International Labor Organization (ILO) and is identical with the definition of unemployment used in the labor statistics announced by the leading countries. According to this definition, during the survey's reference week, persons aged 15 & over who meet following three conditions are considered unemployed: "Has no work but wishes to work," "Looking for work or waiting for results of job seeking," and "Can begin work at any time."
