What are the subjects of the Census of Agriculture, Forestry, Fishery and Animal Husbandry?

The subjects of the census consist of operators engaging in productive and leisure activities in the areas of agronomy and horticulture, livestock-raising, agricultural services, forestry, fishing, and aquaculture and meeting the standards for census subjects.

1. Agriculture and animal husbandry: Includes agronomy and horticulture, the livestock industry, agricultural services, and livestock services; subjects included farm households, farm and agricultural service units.

(1) Farm household: These refer to ordinary households and production enterprises engaging in agricultural crop cultivation or production of livestock, poultry, bees, or silkworms, or enterprises providing agricultural production equipment or premises to the public for recreational farming activities, when one of the following census requirements is met:

i. The area fit to be cultivated (including leased or commissioned land) at year-end is at least 0.05 hectares (regardless of whether actually used for crop cultivation);

ii. At least one large animal (such as dairy cow, beef cow, breeding cattle, deer, etc.) is raised at year-end;

iii. At least three medium-sized animals (such as pigs or goats, etc.) are raised at year-end;

iv. At least 100 small animals (such as chickens, ducks, geese, rabbits, etc.) are raised at year-end;

v. The value of self-produced agricultural or livestock products sold or used on the premises throughout the year is at least NT$20,000.

(2) Farm: These refer to agricultural production units apart from farm households, and include companies, partnerships, sole proprietorships, private groups, and government agencies' and schools' experimental agricultural and livestock farms engaging in crop cultivation or production of livestock, poultry, bees, and silkworms, experimental enterprises, or enterprises providing agricultural production equipment or premises to the public for recreational farming activities, and which meet one of the census requirements for farm households.

(3) Agricultural service: These refer to ordinary households or non-households that are commissioned by farmers and paid by instance or in accordance with a contractual payment approach or exclusively provide direct services such as the cultivation of crops, processing of agricultural products, or raising of livestock, poultry, bees, and silkworms, including agricultural production -marketing teams providing agricultural production services and pre-sale services to team members, and which have total income for services throughout the year of at least NT$20,000 (before subtracting various expenses).

2. Forestry: Refers to ordinary households or non-households (including companies, partnerships, sole proprietorships, private groups, government agencies, and schools) engaging in the cultivation, tending, and management of forest trees and bamboo, and includes those enterprises concurrently providing the public with recreational forestry activities, when the forest land area managed (including leased and commissioned land) is at least 0.1 hectare at year-end.

3. Fisheries: Encompasses fishing enterprises and aquaculture operators, including both sole proprietors and non-sole proprietors.

(1) Sole proprietors: Refers to ordinary households engaging in the catching and raising of aquatic organisms, or enterprises providing fishery production equipment or premises to the public for recreational fishery activities, when one of the following census requirements is met:

i. Possesses use rights (including leased, but not including rented out) to equipment such as a motor fishing boat, sampan, or fishing raft (regardless of whether operating) at year-end;

ii. Manages (including leased) at least 0.05 hectares of aquaculture area (regardless of whether actually used to raise aquatic organisms) at year-end;

iii. The total value of aquatic organisms caught or raised throughout the year is at least NT$20,000.

(2) Non-sole proprietor: Refers to fisheries production units apart from sole proprietors, and includes partnerships, business establishments, companies, fishermen's associations, laboratories, and schools, which are engaged in the catching or raising of aquatic organisms, experimental enterprises, or enterprises providing fishery production equipment or premises to the public for recreational fishery activities, and which meet one of the census requirements for sole proprietors.
