What is the difference between land fit for cultivation in the census and farmland as defined in the Agriculture Development Act?

In the census, land fit for cultivation must actually be used for crop production. Following the February 7,2003 of the Agriculture Development Act, farmland is defined as land used for agriculture and animal husbandry, and includes special agricultural areas, general agricultural areas, mountain slope conservation areas, and forest areas designated in the Regional Planning Act, and excludes agricultural areas within urban planning zones, paddy and dryland fields within protected zones, paddy and dryland fields on non-urban land that are temporarily not compiled in accordance with law, and agricultural land on designated zones within national parks from the scope of farmland.
