The government's program for fallowing of farmland specifies that, in order to maintain soil fertility, farmers must grow green manure crops on their land during the first season, and may either grow green manure crops or turn over the soil during the second season. Farmers who participate in this fallowing program are eligible to receive government subsidy. Farmers receiving subsidies for fallowing rice paddies include farmers participating in policy fallowing and also those voluntarily fallowing their land.
