What are state-owned enterprises?

Pursuant to Article 3 of the Administrative Law of State-Owned Enterprise, state-owned enterprises consist of the following types:
1) Enterprises which are solely owned by the State;
2) Enterprises, which, in accordance with special regulations, are jointly owned by the State and private individuals;
3) Enterprises, which, in accordance with the Company Act, are jointly owned by the State and private individuals, and in which the State holds more than 50% of the capital.
