Foreword
  Fiscal year 2004 (hereafter refers to as “this year”) Central Government General Annual Report Subsidiary Agency Annual Report and Combined Statement for the nonprofit subsidiary agency section, included subsidiary agency annual reports of 96 units. The verified results are as follows: (I) The 76 units of Operations Funds were compiled with an amendment to the revenue, which had an addition of NT$0.73, and expenditure, which had a deduction of NT$276 million 700 thousand 457.83. The final balance indicated total revenue in the amount of NT$289 billion 765 million 691 thousand 802.36 and total expenditure amounted to NT$271 billion 779 million 940 thousand 458.97.After offsetting the revenue with the expenditure, this year left a surplus of NT$17 billion 985 million 751 thousand 343.39, NT$31 billion 258 million 803 thousand 656.61 lower than the budget to reach approximately 63.48%. This was mainly because the income of Executive Yuan Development Fund did not yield the result as expected. (II) One unit of Debt Service Fund was listed with the fund source in the amount of NT$751 billion 839 million 101.439 thousand and usage amounted to NT$751 billion 816 million 562.369 thousand. After offsetting the fund source with the fund usage, this year left a positive balance of NT$22 million 539.070 thousand. Compared to the budget, an increase of NT$11 billion 307.070 thousand was recorded, mainly brought about by principle/interest backflow of past-due unredeemed government bonds outside of the Central Government Debt Service Fund Budget. (III). The eighteen units of Special Revenue Fund were compiled with a fund source of NT$175 billion 672 million 435.025 thousand and fund usage of NT$143 billion 944 million 580 thousand 99.5, yielding a surplus of NT$31 billion 727 million 854 thousand 925.5 this year. After offsetting the actual surplus with the projected deficit, the budget deficit was converted into surplus instead, with a difference of NT$48 billion 395 million 31 thousand 925.5. This was mainly due to the Agricultural Special Revenue Fund not implementing the budget for investments into agricultural financial institutions. (IV)One unit of Capital Project Fund was recorded with fund source in the total of NT$4 billion 32 million 320.134 thousand and fund usage in the amount of NT$2 billion 457 million 87.491 thousand, leaving in surplus of NT$1 billion 575 million 232.643 thousand this year. Compared to the budget surplus, a decrease of NT$4 billion 464 million 940.357 thousand was recorded, due to the suspension on selling the Xinyi Planed Area No. 11 Land Parcel of the Rebuilding Old Quarters Fund for Military Dependents.
