Department of Census


The department is composed of 7 sections, which are responsible for Agriculture, Forestry, Fishery and Animal Husbandry Census; Industry, Commerce and Service Census; National Wealth Statistics and survey management; Manpower Survey; Employee Earnings Survey and Productivity Statistics; constructing and developing census geographic information and census database; and Population and Housing Census.

1. Agriculture, Forestry, Fishery and Animal Husbandry Census

The census is conducted to obtain the information about resources distribution and operating condition on agriculture, forestry, fishery and animal husbandry, so as to help formulating agricultural policies by the government and business strategies by businesses. It was first conducted in 1956 and was conducted every 5 years. The 12th census (2010) was conducted in 2011, the final report was published at the end of 2012.

2. Industry, Commerce and Service Census

The census is conducted for understanding the resources distribution and operating condition of industry, commerce and service sectors, so as to provide government and private sector with adequate information to make economic development plans and to promote business. It was first conducted in 1954 and was conducted every 5 years, together with its sampling surveys. The 12th census (2011) was conducted in 2012, the preliminary report will be published in the first quarter of 2013, and the final report before the end of 2013.

3. National Wealth Statistics and Survey Management

(1) According to Article 29 of the Budget Law, National Wealth Statistics should be complied yearly applying National Wealth Survey, Industry, Commerce and Service Census, other related surveys and official statistics. The purpose is to measure total national wealth and the distribution of wealth among each sectors, monitor nation's economic strength, measure capital accumulation and economic development for the government to formulate financial, economic and social policies.
(2) To avoid overlapping, government surveys involve 30 or more individuals, households, legal persons or organizations are coordinated and double-checked regularly. Periodic evaluations are also being administered to review and improve existing surveys. As for the management of basic survey network, the survey personnel includes statistics employees, contract workers, part-time survey workers and pieceworkers of city (county) government BAS agencies .

4. Manpower Survey

Manpower Survey is conducted monthly to portray the labor structure, employment and unemployment of people aged 15 and older. The statistical results are to help formulate policies on economic, social development, labor planning, vocational training and employment services. Supplementary surveys are conducted periodically as well, such as Manpower Utilization Survey, Women's Marriage, Fertility and Employment Survey, etc. 

5. Employee Earnings Survey and Productivity Statistics

(1) To gauge the level of demand in the labor market, the survey is conducted monthly to ascertain the numbers of employees, earnings, working hours and turnover of employees of different industries. The statistical results are used by the government to formulate labor policies and make economic development plans and by the private sector to make business decisions. Project surveys, Employee Turnover and Movement Survey and Job Vacancy and Employment Status Survey, etc. are conducted yearly also.
(2) To evaluate the usage efficiency of various production factors and industry productivity, labor productivity by net production is measured monthly, labor productivity by value-added quarterly and capital productivity and multifactor productivity yearly. The statistic is to help government formulate economic development plans and for the private sectors to respond effectively to the data.

6. Constructing and Developing Census Geographic Information and Census Database

(1) In order to establish clear and stable census geographic units for the usage of census and sampling survey, under the protection of privacy, small area or special area statistics are offered for various demand, and the census geographic information database is established and developed continually.
(2) Collect official and survey information of each government unit to establish census database and relative developing work, also to promote the efficiency and data quality of census and sampling survey.

7. Population and Housing Census

The census is to obtain detailed information on population, family structure, school enrollment, employment, and housing for the purpose of formulation of population policies and planning of national infrastructure and development. The census has been conducted 6 times since 1956, once every 10 years. The preliminary report of the 6th census was published at the end of 2011, the final report and the supplementary report were published at the end of 2012.
